A 5-member Working Group to develop RCA Medium Term (2006-2011) Strategy met on 3 August 2005 at IAEA Headquarters in Vienna and drafted a paper for consideration by the National RCA Representatives at the coming policy meetings.

The RCA Working Group revisited RCA vision and missions that were developed batch in 1997. The Group also redefined RCA strategic context and strategic success factors in a hope to apply them to all future RCA projects.

Members of the Working Group meeting are AUL (Ron Cameron, ANSTO), IND (K Raghuraman, DAE), MAL (Narhul Khair Alang Md Rashid, MINT), NZE (Frank Bruhn, GNS), and PHI (Alumanda Dela Ros, PNRI, not present). Observers at the meeting were the IAEA/RCA Coordinator (M P Dias) and a representative of RCARO. The Working Group contrived new RCA vision with key words of partner, nuclear technology and sustainable development. The Group also viewed that RCA missions should be to promote the benefits of nuclear technologies and identify funding mechanisms in compliance of the changing environment surrounding RCA with core values of safety, security and sustainability. The Working Group viewed that these core values are fundamental in all RCA activities and underpin the way in which RCA will deliver on its strategic directions. With regard the RCA project for the medium term, the Group reiterated ‘the fewer, the better’ strategy.

The draft RCA Medium Term Strategy will be reported to the coming 24th RCA General Conference Meeting in September in Vienna for consideration by the National RCA Representatives. The RCA Medium Term Strategy will demonstrate RCA’s firm intention to meet the change of RCA paradigm when adopted.
