The 33rd RCA General Conference Meeting (GCM) adopted the revised 'RCA Guidelines and Operating Rules' that reflected roles and responsibilities of the Director of RCA Regional Office, Thematic Sector Lead Country Coordinators, RCA Chair and other improved procedural matters regarding RCA projects. With this adoption, RCA programme can be managed by well-defined and updated sensible guidelines.
The 33rd RCA GCM was held at IAEA Headquarters in Vienna on 22 September 2004 with particpation of representatives from 17 RCA Member States and from RCA Regional Office. This year's turn of the RCA Chair was Pakistan (Mr Munim Awais of PAEC). At the opening session of the GCM, Ms Ana Maria Cetto, DDG-TC of IAEA, congratulated RCA's past achievements. However, she also urged that partnerships should be established between RCA and other regional and international development organizations so that RCA could contribute more vividly to the global development endeavors. The DDG-TC also commended the work by RCARO and hoped that the RCARO would more actively engage in promoting RCA partnerships.
A total of 21 projects of RCA 2005-06 cycles programme have finally acknowledged by the GCM.
They are; Agriculture (3), Human Health (6), Industry (3), Environment (3), Energy Planning (1), Research Reactor (1), Radiation Safety (3), and Management of TCDC (1). There were recommendations that RCA programmes should be divided into Technical and Non-technical programme. RCARO's visibility and viability enhancement programme was suggested to be the Non-techical RCA programme as ENO project alike.
The Meeting reconfirmed that the next year's regional National RCA Representatives Meeting (NRM) together with a scientific forum be held in March in Kuala Lumpur, Malaysia.
