The 52nd RCA General Conference Meeting was held on 22 September 2023 in Vienna, AustriaThe 52nd RCA General Conference Meeting was held on 22 September 2023 at the IAEA Headquarters in Vienna, Austria, attended by representatives from the RCA GPs, RCA PAC Chair, Chairs of WGs on the RCA MTSC and MTSD and the RCARO. Mr Ian Biggs, Australian Ambassador to Austria, along with representatives of the IAEA, including Mr Hua Liu, DDG and Head of the TC Department, Ms Najat Mokhtar, DDG and Head of the NA Department, Ms Jane Gerardo-Abaya, Director of the DIvision for TCAP and Mr Sinh Hoang, RCA Focal Person, also participated in the event. The Meeting reviewed and discussed the policy and management issues related to the RCA and its Programme. The agenda included the progress and future plan of the RCA Programme, preparation for the RCA Programme TC Cycle 2026/2027, report on the RCA Chairs Commiittee's rapid review on the RCA WGs and Committees, reports of the WGs on the RCA MTSC 2018-2023 and MTSD 2024-2029, and reports on the RCARO activities and RCARO SAC Meeting. The participants shared their views on the recommendations made during the Meeting as well their insights on the ways to raise the effectiveness of the RCA Programme.

The 37th Meeting of the RCARO SAC was held on 21 September 2023 in Vienna, AustriaThe Meeting of the RCARO Standing Advisory Committee (SAC) was held on 21 September 2023 at the iAEA Headquarters in Vienna, Austria, inviting representatives from Australia, Viet Nam, China, Republic of Korea and the IAEA. The Meeting reviewed the progress, status and the future plan of the RCARO activities, focusing on its role as a Think-tank for the RCA, launch of the RCA-US DOE partnership project and implementation of RCA cooperative research activities. The report of the Meeting will be presented to the 52nd RCA General Conference on the next day.

Side event hosted by Australia to be held at IAEA General Conference, on 28 September 2023There will be an Australian led side event during the IAEA General Conference under the topic of "Impactful Nuclear Science and Technology partnerships in the Asia-Pacific". This event will showcase how Australia works with partners in the Asia-Pacific region and the IAEA to advance the Sustainable Development Goals through the Australian Nuclear Science and Technology Organisation (ANSTO). Areas of impact initially included nuclear medicine and climate change but have expanded to include ocean plastics, ground water, agriculture and detecting product fraud. 3 Building on 70 years of excellence in nuclear operations, ANSTO wishes to hear from partners in Asia and the Pacific about how they can work together to support development priorities to improve the lives of the most populated and diverse region in the world. This event will be held on Thursday 28 September, 9-10am, VIC CR-3. Included in this presentation will be the excellent work of the RCA Technical Cooperation program.

Vacancy Notice for the Post of the Director of the RCA Regional OfficeVacancy Notice for the Post of the Director of the RCA Regional Office 1. Duty Station RCARO which is located in Daejeon, Republic of Korea and within the premises of the Korea Atomic Energy Research Institute (KAERI) 2. Duration of Appointment Full term is three years and extension of term is possible subject to the approval of a Meeting of National Representatives. 3. Application Deadline 3 October 2023 4. Roles and Functions The roles and functions of the Director of the RCARO are as follows: a) To pro-actively seek out opportunities for the RCA to participate in projects being funded by major regional and international donors, including international agencies, in line with the RCA agreement and the RCA Medium Term Strategy, b) To negotiate and secure funding for RCA projects in line with the RCA Medium Term Strategy, c) To implement the directives of the RCA Government Parties as agreed by NRs, d) To promote the application of nuclear techniques to assist in addressing regional and national needs, and e) To provide enhanced visibility of the achievements of the RCA including in regional and international fora, f) To liaise on a regular basis with the RCA Focal Person. 5. Qualifications of the Director of the RCARO Essential: a) Educational background and qualification in science/engineering/technology fields, b) More than 15 years of experience either in administration and policy planning or in advanced research and development activities, preferably nuclear related, c) Significant experience and knowledge of the workings of the RCA and of the IAEA, d) Good oral and written communication skills in English, e) Proven record of achievement related to the described assignments, f) Excellent interpersonal relations and communication skills, and g) Knowledge in dealing with international organizations, in particular with regard to project design and development. Desirable: a) Knowledge of the organization, structure, financing, and administration of inter-national organizations, b) Computer literacy and ability to use effectively word processing and office automation equipment, c) Experience in presenting and marketing nuclear science and technology to non-specialists, in public relations and funding negotiations, and d) Sound background in the administration and management of a science and technology organization. 6. Remunerations for the Director Unless otherwise provided for, the originating Government Party shall be responsible for the salary including the fringe benefits for the Director, based on its own guidelines. 7. Privileges and Immunities Unless there is a separate agreement on the privileges and immunities established between the host government of the RCA Regional Office and the originating government of the Director, the Director shall observe Korean laws and regulations including taxation. Unless otherwise agreed, the income tax will be compensated for from the budget of the RCA Regional Office. The Member States, particularly the host country, shall offer every possible support to the Director in the exercise of his/her functions. 8. Selection Process The application shall be evaluated by the Selection Committee. 9. Submission of Application The application should be submitted to the RCA Regional Office via email, fax or mail through the National RCA Representative by 3 October 2023. Additional documentary evidence may be requested later in support of the application. 10.
